Seriously read ‘The Extra 2%’ it’s all about the Tampa Bay Rays and how they went from cellar-dwellers to winning the AL East and being contenders. Most of the first few chapters talk about how St. Pete built the stadium for a baseball team nearly 10 years before a team ever got there. The White Sox considered moving there as did the Giants, but in the end the Rays became an expansion team and were put into this already 10 year old stadium (construction began in 1986). At this point, it’s not a matter of having sound stadium plans and such, as it’s about the blood, sweat and tears it took to get a baseball team to the Trop, the town isn’t going to let it go away even if the Rays stay in the same town (which I’m sure they will), they’re probably still paying it off…
